Ministerstvo školstva pripravuje jednotný rámec AI kompetencií pre učiteľov a odborných zamestnancov škôl.

The Ministry of Education is preparing a national AI competency framework for teachers and school specialists. The document will define the knowledge and skills educators need to use artificial intelligence responsibly and effectively in education. The ministry plans to finalize the framework by the end of the first quarter of 2026.

Artificial intelligence increasingly shapes teaching, assessment and everyday school administration. Therefore, the Ministry of Education, Research, Development and Youth of the Slovak Republic is building the conditions that allow schools to use AI professionally, ethically and in line with educational goals.

The new framework will support a systematic approach to integrating artificial intelligence into the education system and strengthen teachers’ readiness to work with emerging technologies.

A shared national standard

The AI competency framework will define the skills teachers and education professionals need when working with artificial intelligence. It will focus not only on technical knowledge, but also on pedagogical, ethical and professional aspects of AI use in schools.

The document will not list specific tools or serve as a technical manual. Instead, it will provide a reference and policy framework that will:

  • create a shared language and clear expectations across the education system,
  • support responsible and safe use of artificial intelligence in schools,
  • connect teacher training at universities with continuous professional development in schools.

Five competency areas and three levels of progress

The framework will organize AI competencies into five key areas that reflect real situations teachers encounter in schools:

  • human-centered thinking and wellbeing,
  • ethics, law and safety of artificial intelligence,
  • understanding the fundamentals of AI systems,
  • pedagogical and professional integration of AI in teaching and school practice,
  • the use of AI for professional development, administration and school leadership.

Each area will include three levels of progression. Teachers will move from basic awareness and safe use, through systematic integration of AI into teaching, to advanced innovation and methodological leadership. This structure follows international recommendations from UNESCO and reflects the diverse needs of schools and education professionals.

Reference framework for teacher education

The framework will also define the expected AI competency level for graduates of teacher education and related study programs. University graduates should reach at least a foundational level of AI competencies, with a strong focus on ethics and meaningful pedagogical use of artificial intelligence.

This level will serve as a reference point for:

  • adjusting learning outcomes in teacher education and support programs at universities,
  • developing professional training programs for current teachers and school specialists,
  • aligning national support, training initiatives and methodological guidance in AI.

As a result, the development of AI competencies will no longer depend only on individual initiative or isolated projects. Instead, it will become a systematic part of the professional development of educators.

Part of Slovakia’s long-term AI strategy in education

The AI competency framework represents one of the key pillars of Slovakia’s Plan for Responsible Use of Artificial Intelligence in Education. It also complements ongoing curriculum reforms in primary and secondary schools.

The ministry plans to publish the framework in April 2026. Once released, it will give schools, universities and training institutions a clear reference point for the systematic integration of artificial intelligence into education.
